DISASTER AVOIDANCE PRINCIPLES

Contingency planning is concerned with recovery from a disaster - dealing with an event AFTER it has happened.

Disaster avoidance is about preventing problems - trying to ensure that certain events do not happen in the first place.

It makes sense, therefore, to devote some time to look at ways in which disasters may be avoided, as well as how to respond to them should they occur. An organisation's objective should therefore be to reach a sensible balance between contingency planning and disaster avoidance measures based on assessment of probability, likely impact, and the effectiveness and cost of safeguards.

Every potential problem will have a cause, but it is the effect that we see. Therefore, more often than not, it is against the effect, rather than the cause, that action is taken. This type of reaction frequently manifests itself in news stories when politicians and the like are suggesting solutions to some problem or other. It is a natural human response to react in this way.

The essence of Disaster Avoidance is the anticipation of possible problems, taking action to eliminate the cause, and thus prevent them from happening. The idea that action is required before a problem occurs is a key principle. For example, when thinking of "fire" as a potential problem, the tendency is to think of alarms, extinguishers and the like. - But when did the presence of an extinguisher ever prevent a fire from breaking out? We should be thinking of non flammable partitions etc, and the safe storage of all media. We should think of preventative measures.
